I'm J-1 visa holder in Rutgers University. I'll be in NJ with my spouse and 1 child (7 years). They'll get J-2 visa. I and my husband are 37 yaers old.
My school's requirements:
  • The alternate coverage is currently active and the scholar agrees to maintain the health insurance coverage throughout their current DS2019.
  • The plan offers unlimited coverage with no maximum dollar limit
  • Plan deductible does not exceed 500 out of network per policy year
  • Plan provides coverage for inpatient and outpatient medical care in the immediate campus area
  • Plan provides mental health benefits which include chemical and substance abuse treatments.
  • Plan provide preventative care services which include, but are not limited to, annual physicals, GYN exams, routine screenings and immunizations.
  • Plan covers pre-existing conitions.
  • Plan covers prescription drugs with no maximum dollar limit and anationwide network of pharmacies
  • Plan must not be a reimbursement plan.
  • The plan is provided by a company with a US claims payment office and a USphone number.
  • Plan must be filed and approved in the United States and fully compliant with the Affordable Care Act Benefit Regulations
  • Plan must pay medical providers directly for inpatient and outpatient care(must not be a reimbursement plan).
  • Plan must be filed and approved in the United States and fully compliantwith the Affordable Care Act Benefit Regulations
  • The underwriting company must have a rating of either "A" or above by A.M. Best, "A-1" or above by Insurance Solvency International Ltd., "A -" or above by Standard & Poor's Claims-paying Ability, "B " or above by Weiss Research, Inc.Please note that Rutgers carries a policy that meets the Department of State’s requirement for 25,000.00 repatriation of remains coverage and 50,000.00 medical evacuation coverage. Anyone on Rutgers F-1, J-1, F-2, or J-2 sponsorship is automatically covered by that policy regardless of their enrollment in the Student Health Insurance Plan

So, the way insurance works here in the US is that you MUST have it BEFORE you need it, otherwise you will not get coverage. For example, if you are already pregnant before you arrive to the US, you will have to pay for all expenses out of your own pocket. The only way to get a pregnancy covered is if conception occurs AFTER the start date of the policy. For such a policy with a reasonable premium, I suggest the one below:

STUDY USA:
It will cost about $120 per month and note that it only pays 80% of maternity costs (so you may have to pay $5,000 or more out of your pocket because no plan covers maternity at 100%). Domestic plans do, and possibly a plan offered by Stanford U might, but it will be significantly more expensive.

However, if you are already pregnant or don't plan on pregnancy, you can purchase the plan below. It is also a good plan for your spouse for the month that he will be with you in California. It is more economical and has many great benefits to it.
The Patriot Exchange plan is a very economical plan that can be used to meet J visa requirements and for international students. The plan can be purchased for the J2 visa holder as long as the J1 visa holder already has coverage from their institution. The deductible is only $100 with no further costs for the insured (most plans have coinsurance which still must be paid after the deductible. Also, if the institution has a health center, you can pay only a $5 copay for each visit for additional benefit and savings. You can purchase this plan with a sports rider to cover such activities such as downhill skiing. All these benefits make it a popular and excellent choice.

Atlas America is basically a visitor plan from the company WorldTrips and Study USA is a student insurance plan (you should be enrolled in a college to be eligible for the student plan) from the company Travel Insurance Services. Atlas America plan has only coverage for pregnancy complications up to 26 weeks of pregnancy after which there is no coverage for anything related to pregnancy in this plan.
Study USA plan has coverage for pregnancy and maternity if the pregnancy occurs after the insurance plan is effective.

The requirements for minimum levels of health insurance coverage that I need for my J1 visa are:
  • $100,000 USD per accident & illness in medical coverage
  • Deductible cannot exceed $500 per accident or illness
  • Coinsurance cannot exceed 25%
  • Medical evacuation coverage must be at least $50,000 USD
  • Repatriation coverage must be at least $25,000 USD
  • Pre-existing conditions must be a covered benefit.
The waiting period for benefit coverage cannot exceed 12 months. Pre-existing conditions must also have a $100,000 per illness medical coverage. Please note: Policys with coverage for only "Acute onset of pre-existing conditions" do not meet this requirement.
Please, could you help me? I will be in the United States from June 22 to August 3.

The specific plan for J1 Visa holder is another plan called PATRIOT EXCHANGE from the same company. Since the requirements for J1 Visa has changed, we are suggesting customers to purchase PATRIOT EXCHANGE plan which satisfies the new requirements of J Visa.
If you had the same plan before then you could have upgraded, but since you have a different you will not be able to do that.
But here is something that would be helpful to you. Please send an email to chs.service@imglobal.com and send your certificate number and mention that you need to purchase another plan and cancel this plan. This will waive your cancellation fee and your old plan will be cancelled and the unused premium will be returned and you can purchase the new plan.
We have contacted the Insurance Company and confirmed that this is their procedure.

You are not eligible for most student insurance plans given your age, however you can purchase the Patriot America insurance in NY which satisfies J visa requirements. As you are aware, the requirement increase to $100K coverage from May 15th. This plan costs, about $160/month for $50K coverage, and about $210/month for $100K coverage for your age.

The deductible is what the insured has to pay, for example - If you have choose the $100 deductible and if the medical cost is $90 you have to pay the full amount. In however the charge is $150 then the insurance plan will pay $50 (you will have to pay the $100.00). The customer is responsible for paying the deductible amount before the insurance plan starts paying the for the expenses.
Regarding the maximum coverage (in your question about surgery for $50,000 and $100,000), the maximum coverage is the total amount that the insurance plan is liable to pay. In other words, if there is a surgery bill of $75,000, in the $50,000 plan, you will be responsible for $25,000 as it exceeds the $50,000 coverage by $25,000. Does the domestic plans cover J2 Visa holders?

While we cannot state whether or not they cover J2 Visa holders completely, they might not meet the specific J visa health insurance requirements as defined by the immigration authorities. The J2 visa eligibility and medical insurance coverage is dependent on the J1 exchange program.

Can a visiting foreign scholar come to the United States on a visitor's visa?

Yes, a visiting scholar can come to the US on a B-1 "visitor for business" visa. Under Certain situations a person on a B-1 visa status is permitted by the U.S. Citizenship and Immigration Service (USCIS) regulations to be reimbursed for expenses, and, under the amended law, can also be paid an honorarium. Visiting scholars who are going to meet all of their own expenses can also come in B-1 status. Getting a B-1 visa does not require any formal immigration document from the University.

To obtain a B-1 visa, a prospective scholar should have an invitation letter from the department with which the scholar will be affiliated, detailing the dates and activities of the contemplated visit, and indicating what if anything is to be provided in the way of reimbursements and honoraria.

What can happen if I do not satisfy the J visa insurance requirement?

Following are some benefits that are are covered by the international medical insurance:

The Department of State views health insurance as very, very important! The regulations require that your J program sponsor should terminate your status in the U.S. as a J visa holder if you willfully fail to comply with the J visa insurance requirement.

Can a J2 individual purchase insurance

Most health insurance policies available for foreign scholars requires that the J1 visa holder be the primary applicant on the insurance policy. However there is one policy offered by International Medical Group (IMG) which can be purchased only by the J2 visa dependent as long as the J1 scholar is insured by the institution sponsoring the J visa holder. This policy is the Patriot Exchange plan.

The Patriot Exchange insurance plan by IMG is very economical and with many excellent benefits. One advantage of the policy is that if the insured has access to a health center, they only pay a $5 copay (instead of the usual $100 deductible). As a copay, this is payable at every visit, however, even many visits will be cheaper than a single $100 deductible. A disadvantage to this Patriot Exchange policy is that there is no maternity coverage and no coverage for pre-existing conditions.
